Methodology

The index is a deterministic country score from 0.00 to 100.00. It uses recent public incidents and evidence; AI output does not assign country scores.

Formula S = clamp(0, 100, B + min(Σ(w × d × c × m), 72) + 3 × min(n, 5) + 2 × min(k, 4))
  • Window: incidents from the last 180 days; disputed incidents are excluded.
  • Weights: low 6, moderate 18, severe 35, critical 50; measurement-confirmed events use multiplier 1.15.
  • Confidence: evidence confidence is adjusted by status; decay is clamp(1 - age_days / 180, 0.2, 1).
  • Risk buckets: <25 low, <50 elevated, <75 high, otherwise severe.
